Steven K. Berry, a State Department official who was demoted for his part in the search of Clinton's passport files during the presidential campaign, has landed a position on the Republican staff of the Senate Foreign Relations Committee. Among his duties: monitoring State Department activities. His employer: Senator Jesse Helms of North Carolina, the ranking Republican on the committee. James W. Nance, director of the committee's Republican staff, defends the hiring: "((Berry)) hasn't been convicted of anything. He's a first-class citizen until he's convicted of something."
