Now the state government is being badgered by all sorts of groups that want cuts from the pie. City governments are clamoring for some form of revenue sharing. Educators want more for schools. There are pleas that state taxes be lowered, even though they have not been raised in years. Republican Governor Robert Bennett aims to keep the surplus intact. Who knows when even Kansas may experience a dry spell? Says Bennett: "I have absolutely no intention of allowing Kansas to become another New York City. We can and will live within our means."
