One Herr Doktor Siegfried Schiff, 66, a Berlin physician, said sternly to reporters on the North Sea Isle of Heligoland, last week, that he was about to take a swim "solely for exercise." Plunging in Herr Doktor Schiff swam completely around Heligoland, about three miles, in 4 hours and 35 minutes.
