The Senate--

P: Passed the Rivers and Harbors Bill authorizing an expenditure of $70,000,000, after Senator Norris of Nebraska had broken the solemnity of debate by falling out of the clerk's chair. (Bill went to conference.)

P:Passed appropriation bill of $260,000,000 for the Department of the Interior. (Bill went to conference.)

P:Heard that Col. Frank L. Smith of Illinois had accepted Governor Small's appointment to fill the unexpired term of the late Senator McKinley. Twenty-one Republican Senators and nearly all the Democrats are planning to deny him a seat.

The House--

P: Passed a bill to restore one cent rate to private postcards. (went to the Senate.)

P: Passed appropriation bill $128,000,000 for the Department Agriculture. (Bill went to the Senate.)

P:The Senate and the House adjourned until Jan. 3.
