In Partibus Filipinium

Severo Pancho, nimble Filipino, kissed a professional dancing girl in Manila when the lights were low and the music seductive. She brought suit. Last week the Supreme Court of the Philippines decided that a man who kisses a girl in such an environment is a "victim of circumstances"; hence Senor Pancho was "not guilty."

Having analyzed osculation, the Supreme Court of the Philippines pondered on draw poker, decided that it was a game of chance and hence illegal. Its decision said: "By what is known as bluffing it often happens that a skilful player with the poorest hand wins the pot from the poor player who has the best hand. But even so, in making bets the skilful player takes a chance that he will not be called."
