Cabinet Notes
Malvy Out. Minister of Interior Louis Malvy, whose presence in the Cabinet to conciliate Left Deputies caused a verbal attack upon him by Right Deputies during which he swooned (TIME, March 29), tendered his resignation last week and was replaced by Minister of Agriculture Jean-Alexandre Durand, likewise a member of the loose Herriot coalition of Left parties.
Painleve Definite. War Minister Paul Painleve announced late in the week that the Riffian pourparlers in Paris (see "In the Riff") had resulted in an agreement to hold formal peace negotiations between representatives of France and of Abd-el-Krim at Outdhjda, Morocco. M. Painleve stated that the Outdhjda conference would assemble "as soon as possible, probably within a fortnight." He let it be made known that France does not recognize Abd-el-Krim as "Sultan" but merely as caid of the Beni Ouriaghel tribe. The French will accordingly invite the caids of other rebellious Moroccan tribes to send representatives to Outdhjda, with the intention of making a separate peace with each.
The Franc showed no favorable reaction to these developments last week; hovered about 29 francs to the dollar.
