Russian Accord
The Russo-Japanese parley, was again resumed at Peking, capital of China, between L. M. Karakhan Soviet Ambassador to China, and Kenkichi Yoshizawa, Japanese Minister to China. The Japanese evacuation of the northern part of the island of Sakhalin (TIME, July 7), was hitherto the stumbling-block in the negotiations. An early agreement, resulting in the recognition of Russian by Japan, was forecast by political observers.
