Diplomat Chosen
After the ratification by the U. S. and Mexico of the Special Claims Convention, the Mexican Government appointed Senor Ramon Ross, who conducted the Mexican end of the Recognition Conference last Summer (TiME, Aug. 27), as Mexican Minister Plenipotentiary and Envoy Extraordinary to the U.
