According to Dr. Morton Howell, American Minister to Egypt, the Egyptian Government will not promulgate its new law prohibiting the exportation of antiquities discovered by foreigners.

Under the existing order of things the Government claims a half share of all discoveries made in its territory, the remaining half becoming the unconditional property of the finder. Discoverers at present excavating in Egypt have prevailed upon their respective governments to persuade Egypt to withhold the new law. He points out that neither the American nor the British public would subscribe funds for Egyptian excavations if all the antiquities discovered are to become the property of the Egyptian Government.
